		<description>So municipalities have liquor licenses and can give them out without any competetive process? That&#039;s nice. If it were the PA LCB and they were entering into some special arangement with a celeb chef like Jose Garces some folks might be upset. It&#039;s cool becaus it&#039;s beer!</description>
